A 17-year-old plaintiff claims staff at the Shenandoah Valley Juvenile Center subject detainees to 'abusive and excessive' seclusion and deny mental health care.
A 17-year-old Latino immigrant “John Doe” plaintiff confined in the Shenandoah Valley Juvenile Center (SVJC) has, through a Northern Virginia immigrants’ rights advocate, filed a proposed class action lawsuit alleging he and similarly situated young people who’ve crossed the U.S.-Mexico border without proper authorization are being subject to “unconstitutional conditions” that include the use of violence by staff, “abusive and excessive” use of seclusion, and the denial of necessary mental health care. The complaint alleges that as a result of the conduct of defendant Shenandoah Valley Juvenile Center Commission staff, the plaintiff has engaged in “significant and continuous” self-harm, which the minor claims has been met by counselors with callous indifference.
