Meazure Facing Class Action Lawsuit Over Online Testing Platform Malfunctions During California Bar Exam

The 26-page lawsuit alleges ProctorU, Inc.—which does business as Meazure Learning—failed to adequately address mounting technical issues with its software in the days before the test. The case contends that the exam, which took place on February 25 and 26 of this year, was an “unmitigated disaster” due to the continual failures of Meazure’s remote proctoring platform that nearly 5,600 examinees had paid to use.
According to the class action suit, the state’s bar exam consists of five one-hour essays, one 90-minute performance test and 200 multiple-choice questions. The two-day exam is “one of the most important and stressful milestones that aspiring California lawyers must pass,” the complaint says.
During the February 2025 exam, many test-takers experienced severe technical malfunctions that prevented them from entering answers, saving their work or completing the test at all, the filing shares. Applicants faced server crashes, repeated disconnection from the testing platform or an inability to open and run required programs, the suit relays. Features that Meazure promised to provide—such as a highlighter, notepad, copy/paste function, timer, spell check, annotation capabilities and more—were also inaccessible to many examinees, the case claims.
“Many applicants reported that the test platform froze, shut down randomly, and displayed error messages,” the Meazure lawsuit states. “On a time [sic] test, these malfunctions were devastating because they ate into applicants’ ability to complete the exam within the time allotted.”
The complaint asserts that the software malfunctions were a result of design and maintenance failures on Meazure’s part. Per the filing, the testing platform crashed because of insufficient infrastructure and a lack of servers and server space to process the number of examinees.
“Rather than carefully designing and releasing functioning software, Meazure rushed to deploy software that was not ready to accommodate the foreseeable number of test-takers who would use computers to take the February 2025 Exam,” the suit says.
The case emphasizes the “tremendous stakes” associated with the state’s bar exam, given that a law graduate cannot work as an attorney in California without passing the test.
The lawsuit charges that the “total technical breakdown” of the testing platform meant the exam was a “disaster for test-takers who were traumatized, who had their career ambitions delayed, and who paid Meazure a fee for a defunct Platform.”
As the complaint tells it, the company is offering an opportunity to retake the exam at a later date, but there is “no guarantee” that the platform will operate without issue during the retest.
The lawsuit looks to represent all United States residents who used the Meazure exam platform to take the February 2025 California Bar Examination.
